Julio Rodriguez was born in Puerto Rico and was married to Jasmin, who was born in the Philippines. He met her during a missionary trip. Julio became a follower of Christ in 1978 while in the U.S. Navy. Since then, he has been involved in ministry in the U.S.A and abroad. After graduating from Seton Hall University, he worked as a high school counselor, teacher, juvenile and adult probation officer, U.S. military parole officer, coach, and has also been a defense tactics instructor.

Before learning about the Disciple Making Movement (DMM), he was involved in street evangelism in N.Y.C., and in other cities. He was the Missions Director and Board Member at churches in Florida where he organized evangelistic outreaches. He also traveled on missionary trips to Jamaica, Peru and the Amazon.

Since completing DMM training in Guatemala and Honduras, he introduced DMM and started Disciple Bible Study (DBS) groups in Ecuador where many have made Jesus Lord and have been baptized. He continues to travel Ecuador regularly for mentoring and training, and to the Amazon where he has identified people of peace. He is starting DBS with native Ecuadorians who will pass the torch to the unreached people in the Amazon.

Recently, he was invited to be part of the DMM training team and has traveled to the Philippines to introduce DMM to pastors and leaders, and was invited to return to give a DMM training.

While on stateside, he makes contacts with local church leaders with the goal of collaborating with them to encourage churchgoers to become active in the surrounding communities. He has trained local church members in DMM and DBS and led disciples in community outreach. Currently, he assists Manna Mission, a local outreach, in feeding and clothing homeless and people in need. This ministry serves as both a training ground and an access ministry for new disciples. He has been involved in the training of new disciples, fathers and staff in DBS at a local pregnancy center whose mission is abortion prevention.
